Trump Likely To Veto US Lawmakers Measure Against Border Wall Report

"Congress has the freedom to pass this resolution", Trump said, "and I have the duty to veto it".

President Trump on Friday used the first veto of his administration to reject a bipartisan resolution that sought to block his declaration of a national emergency at the border, a move nearly certain to kill the measure.

Homeland Defense Secretary Kirstjen Nielsen, Attorney General William Barr and Vice President Mike Pence were among those who praised Trump's veto during the Oval Office ceremony.

Twelve Republicans joined the Democrats in voting for the resolution, saying that Trump is circumventing Congress's enumerated power of the purse to appropriate funds and using them as he pleases.

President Trump signed the first veto of his presidency, rejecting a measure that would reverse the national emergency he declared on the southern border.

The emergency declaration is being challenged in court as an unconstitutional usurpation of Congress' power of the purse.

Trump insists he's on solid legal ground, however. In a statement, Republican senator Lamar Alexander of Tennessee said: "Never before has a president asked for funding, Congress has not provided it, and the president then has used the National Emergencies Act of 1976 to spend the money anyway".

"The president acted well within his discretion in declaring a national emergency concerning the southern border", the Justice Department argues in the letter, a copy of which was reviewed by The Washington Post. "Think of that", he said. "That shift has placed a substantial strain on border-security resources".

Trump's national emergency declaration almost a month ago is paired with a number of executive actions created to make approximately $8 billion of funding available to begin construction on a wall along the southern border. Against the advice of GOP leaders, Trump invoked the national emergency declaration last month, allowing him to try to tap about $3.6 billion for the wall by shuffling money from military projects, and that drew outrage from many lawmakers.
