Dozens of migrants caught storming border in San Ysidro won't face charges

The United States shut the crossing for several hours on Sunday and Trump has threatened to close the border entirely. It's a split-second choice more often made in the remote desert, far from cameras, where agents are likely working alone and encountering groups of people crossing illegally.
