EPA Proposes To Freeze Fuel Economy Standards At 37 MPG

The Trump administration today formally proposed weakening Obama-era clean auto rules and pre-empting states from setting tougher standards.

Becerra and attorneys general from 16 other states sued in May to stop the EPA from scrapping standards that would have required vehicles by 2025 to achieve 36 miles per gallon (58 kilometers per gallon) in real-world driving, about 10 miles (16 kilometers) over the existing standards.

In addition to new fuel economy standards, the EPA is expected to revoke California's right to impose its own emissions standards under the California Air Resources Board (CARB).

The administration's proposal could set off a high-stakes legal battle with California and the 13 other states that follow its more stringent rules. Consumers Union, the advocacy division of Consumer Reports, said consumers could save between $3,200 per auto and $4,800 per truck over the life of the vehicle under that standard, and that they would save even more if gas prices go up.

The rollback would undermine efforts by California and several other states to meet commitments the US made in the Paris agreement on climate change.

"The administration's proposal to weaken these rules will cause the American people to breathe dirtier air and pay higher prices at the pump", said a joint statement from attorneys general from the states, including New York, Virginia and North Carolina.

The Trump administration has proposed freezing rules that require carmakers to build cleaner, more fuel-efficient models. "Not only does fuel savings cover the cost of fuel efficient technology, but it also covers all of the other costs that go into automakers annual price increases, including new safety features". The administration's assertion that lighter, more fuel efficient cars are more risky has been disputed by transport experts.

The new plan would freeze fuel economy standards at 2020 levels through the year 2025 and beyond.
