Russia's President Vladimir Putin talks to US President Donald Trump during their bilateral meeting at the G20 summit in Hamburg, Germany, July 7, 2017.

The Pentagon is already reviewing the impact of withdrawing some of the 35,000 active-duty American troops in Germany, The Washington Post reported last month. But action from America's allies did not follow the grandiose gesture-the North Atlantic Treaty Organisation mission in Afghanistan relied mostly on USA forces and effectively failed. Trump hasn't ruled out recognizing Russia's seizure of Crimea and suggested the USA has too many troops in Germany. One official who asked to speak on the condition of anonymity said "we're entering with our eyes wide open" but "the ball really is in Russia's court" when it comes to changing their behavior.

Critics accuse President credulity and draw attention to the fact that his personal rhetoric against Russian Federation and Putin differ from the actions of his administration. He referred to Chancellor Angela Merkel, saying: "And I said, 'You know, Angela, I can't guarantee it, but we're protecting you and it means a lot more to you than protecting us 'cause I don't know how much protection we get by protecting you". Trump also rejected the joint communique signed by leaders at the conclusion of the meeting, launching personal attacks against Canadian Prime Minister Justin Trudeau in the process.

Former Defense Secretary Leon Panetta told McClatchy that European leaders are "scared to death" and are "increasingly anxious [Trump] is going to do things not based on what's in the best interest. but based exclusively on his vision of 'America First'".

Separately, U.S. Representative to NATO Kay Bailey Hutchison told reporters Thursday that the alliance is moving forward together, and "everyone has the same goal, and that is a strong deterrent and an alliance that is unified" against threats like Russian Federation and China.

But Hutchinson, and the US ambassador to Russia Jon Huntsman, gave upbeat assessments of the upcoming meetings.

Trump has also called the North American Free Trade Agreement, the "worst trade deal in the history of the world". President Donald Trump says he's in no rush to sign a deal until after the U.S. midterm elections this fall.

Other than with NATO Secretary General Jens Stoltenberg, Trump has no other bilateral meetings now scheduled.

Poland, Romania and the Baltic nations of Estonia, Latvia and Lithuania have been asking the USA for additional troops for several years.

Members of the western military alliance have agreed on a goal of each country devoting 2 percent of GDP to defense within a decade.

"You can't solve problems if you are not talking about them", said Huntsman.

Last week it emerged that Mr Trump was already considering transferring or withdrawing personnel from Germany, where the United States now has around 35,000 troops.
