Finally, while no agreement has been officially inked, the sources in the Reuters article did say ZTE has finished all of its signatures and that the us just needs to finalize the deal.

ZTE did not immediately respond to requests for comment.

Moreover, the U.S. Commerce Department is expected to count the $361 million ZTE paid previous year as part of a settlement agreement, which will allow the government to claim no less than $1.7 billion in penalties.

A month ago, we reported that ZTE was on life support and had chose to mostly pause operations after being given a hefty ban from the USA government over lies it told as a part of a previous agreement stemming from related illegal shipments of products to Iran.

ZTE's resuscitation with USA help has met strong resistance in Congress, where both Democrats and Trump's fellow Republicans have accused him of bowing to pressure from Beijing to help a company that has been labeled a threat to US national security.

However, last month, Trump tweeted that "too many jobs in China" were being lost because of the USA action and that he had instructed the Commerce Department to find a solution. "Congress should move in a bipartisan fashion to block this deal right away". It appears that ZTE could be "back in business" after being consigned to the technological wasteland for breaking last year's deal concerning illegal telecom shipments to Iran and North Korea.

ZTE has agreed to a $1 billion penalty, in addition to $892 million it has already paid in penalties.

But the company admitted that while it had fired the four senior employees, it had made false statements about the others, the officials said.

U.S. lawmakers on Thursday renewed vocal objections to lifting the sanctions, saying the company posed an "espionage risk" to the United States in addition to having violated its sanctions on Iran and North Korea. Their function will be to monitor on a real-time basis ZTE's compliance with USA export control laws. Once the Shenzen-based company completes this side of the deal, the US Commerce Department's Bureau of Industry and Security (BIS) intends to remove it from the country's denial order list. This compromise would allow the company to once again use USA -made components in their products-although at a large cost.
