Senate's McConnell, Schumer to talk about shutdown: Cornyn

Speaker of the House Paul Ryan R-Wis. arrives for a meeting of fellow Republicans on the first morning of a government shutdown after a divided Senate rejected a funding measure at the Capitol in Washington Saturday Jan. 20 2018

For their vote, Democrats secure a bipartisan debate on immigration reform ahead of March's deadline for those impacted by the administration's ending of DACA - but if a deal is not reached by February 8, Democrats have agreed to again vote for a short-term funding bill to keep negotiations moving.

Ahead of the vote, federal agencies on Monday were in the midst of furloughing thousands of civil servants without pay and starting to curtail their operations at the start of a new workweek. The House is expected to vote on it on Monday evening.

The Senate's top Democrat, Chuck Schumer, blasted his rivals for failing to lead despite controlling both the White House and both chambers of Congress.

Senator Tim Kaine summed up the view of the more optimistic Democrats: "We got a commitment that I feel very, very good about".

The final vote tally was 81-18, with the majority of Democrats joining with the majority of Republicans to pass a bill that keeps the federal government open until February 8. McConnell did not make any guarantees on passing a solution for Dreamers.

After McConnell's speech on the Senate floor announcing his intention to bring up DACA legislation, Meadows noted that McConnell had not specified exactly what kind of DACA bill he'd bring up. Kamala Harris of California, denounced the deal, arguing that Democrats couldn't trust Republican leaders to fulfill their promises on immigration, the issue at the heart of the disagreement between the parties.

The vice president says President Donald Trump's administration will not reopen negotiations "on illegal immigration" until Congress reopens the government and until soldiers and their families receive "the benefits and wages you've earned". White House chief of staff John Kelly and policy aide Stephen Miller - two officials who even some Republicans have criticized for their tough immigration stances - attended both meetings, according to NBC News. "They deserve better from the elected leaders of the only country many of them have ever called home", she wrote in a series of tweets. It doesn't tie the immigration vote to another piece of legislation, a tactic often used to build momentum.

Republicans have a tenuous one-seat majority in the Senate, and needed to lure some Democrats to their side last Friday to get a 60-vote super-majority to bring the motion forward.

"Mr. Schumer is going to have to up his game a little bit and be a little bit more honest with the president of the United States if we're going to see progress on that front", OMB Director Mick Mulvaney said in a White House briefing Saturday afternoon.

Graham said no deal had been reached by the moderate group because Democrats were not yet on board.

A block of liberal Democrats - some of them 2020 presidential hopefuls - stuck to their opposition. Sens. Elizabeth Warren of Massachusetts, Dianne Feinstein of California, Kirsten Gillibrand of NY and Cory Booker of New Jersey voted no, as did Independent Bernie Sanders of Vermont. Whether Trump would back the emerging plan or any later proposal on immigration is an open question.

"That's a lot of leverage", Flake said. It also includes $31 billion in tax cuts, including a delay in implementing a tax on medical devices.

Trump "continued conversations on the next steps on responsible immigration reform" during a lunch with Republican senators Monday, White House press secretary Sarah Huckabee Sanders said in a statement.

Republicans have appeared increasingly confident that Democrats would bear the brunt of criticism for the shutdown.

Blaming each other for the political deadlock, Republican and Democratic lawmakers closed the first day of a partial shutdown of the US government with few signs of agreement on a spending bill tangled in a fight over immigration.

In fact, Trump, who regularly disrupted negotiations in recent weeks, had been a relatively subdued player in the weekend debate.
