FBI Accidentally Kills Victim of 'Movie-Style' Kidnapping

Three suspects face kidnapping charges and police say the kidnapping victim was accidentally shot to death by an Federal Bureau of Investigation agent.

The Chicago Tribune reports home of Ulises Valladares was invaded by two men around 4 AM that morning.

Once inside, they restrained Valladares and his 12-year-old son, ransacked the home and kidnapped Valladares, leaving the son at the residence, according to authorities.

The two suspects contacted Valladares' brother and demanded a ransom of $20,000 for his safe return, according to court documents.

During their search for valuables, the child told police that he heard the men say that his uncle, who was not home during the break-in, owed them $8,000.

Conroe Police confirm Valladares' son has been told his father has died. The boy later managed to get free and run to a neighbor's house where police were called. "This is disgraceful", said another neighbor who didn't want to be identified.

Smith added that the kidnappers claimed to have connections with a Mexican drug cartel, but noted there was no evidence that was the case. Villadares' life was once again threatened if the uncle involved police.

Using the ransom callers' phone number, police were able to trace the location of Cunningham and Sanchez to a Best Western hotel in Webster, Texas, where authorities moved in and arrested the pair.

Police told the Chronicle that a woman in the home was arrested and charged with aggravated kidnapping.

The FBI went to that home, where Villadares was found bound with tape.

Garza said the agent who fired the fatal shot has been placed on administrative leave. It is unclear how or why at this time. Other people, including two children, were also at the home, according to authorities. Nobody else besides the kidnapping victim was hurt.

"The system failed", Philip Dupuis, the police chief in Conroe, said at a news conference Thursday about the victim's killing.

According to the Houston Chronical, the man shot was a kidnapping victim.

Investigators said FBI agents were conducting an operation at the home when the victim, Ulises Villadares, was shot. The FBI's Evidence Response Team is on scene. "I can't tell you specifically why we were here, but I can tell you that it was an FBI operation", said Christina Garza with the Houston FBI.

"In the interest of protecting the investigation's integrity, we can not comment regarding investigative details", she said in an emailed statement.
