The first video shows a man walking about the time of the first fatal shooting on October 9.

Anthony Naiboa, an autistic 20-year-old who had just graduated from high school, became the third victim when he accidentally got on the wrong bus and ended up in the neighborhood by mistake, police said.

Dugan now says he is calling the person in the video a suspect in at least two of the Seminole Heights murders. He was wearing all black and a black baseball cap and armed with a large black pistol, police said.

"We were just getting a sense of business was starting to pick up, because the other three murders happened a few months back - I don't even know, maybe six weeks?" she said.

NAACP Hillsborough Branch President Yvette Lewis told the Tampa Bay Times last week that she wants to discuss how police have increased arrests and stops in the neighborhood as part of a massive effort to catch whoever is behind the four murders committed since October 9.

The most recent victim of the string of slayings was 60-year-old Ronald Felton, killed at 4:51 a.m. on Tuesday, according to police.

Early on, police released pixelated photos of a person of interest, a slender individual wearing trousers and a hooded windbreaker who was initially seen walking near one of the crime scenes and then picking up the pace to a sprint.

"We need to catch this killer before we need to notify one more family that one of their loved ones is dead", Buckhorn said.

The string of unsolved killings began October 9 with the shooting death of Mitchell.

Today's homicide follows three unsolved killings that occurred within blocks of one another days before Halloween near a bus route used by two of the victims.

In surveillance videos subsequently released by police, the same individual is seen flipping and repeatedly staring at a cellphone in the person's right hand. On Oct. 11, Monica Hoffa, 32, was killed and her body was found two days later.

The murder of Felton has again put the neighborhood on edge. Police searched yards, sheds and crawl spaces, but did not find the suspect, leaving police in a bit of a "stalemate", Dugan said. "They could be perfectly innocent, but I don't think so".

The chief is hesitant to call this the case of a serial killer, saying his detectives are still not 100 percent confident all four killings are connected.
